HUMAN CAPITAL READINESS FOR THE FUTURE OF WORK: INNOVATIVE EMPLOYMENT TRANSITION MECHANISMS

Abstract

This article investigates the structural determinants and policy architecture required to transition emerging economies with Uzbekistan as the primary case toward higher levels of innovative employment. Unlike descriptive inventory studies, this paper constructs a composite Innovative Employment Readiness (IER) index spanning five sub-dimensions: human capital endowment, digital ecosystem maturity, science-technology-innovation capacity, green transition readiness, and AI adoption depth. Three longitudinal policy scenarios are modelled against eight outcome indicators and benchmarked against frontier economies. A structural barriers matrix identifies eight systemic impediments ranked by severity and policy gap. The study contributes an actionable policy framework and a replicable IER measurement methodology applicable to comparable transitional economies.
